Breast Cancer Awareness Day and Painting Competition held at Hamdard Institute of Medical Sciences & Research, Jamia Hamdard, Delhi on 21 April 2017
Delhi State Chapter of IRIA organized a Social Awareness Program “Breast Cancer Awareness Day" on 21 April 2017 at Hamdard Institute of Medical Sciences & Research (HIMSR), Jamia Hamdard, Delhi. This program was done in collaboration with Department of Radiology, HIMSR. The program was attended by more than 350 delegates, including patients, nursing staff and other faculties of Jamia Hamdard University.
The delegates were welcomed by Prof Dr Lalendra Upreti, President, Delhi State Chapter of IRIA & Dr Pankaj Sharma, Secretary, Delhi State Chapter of IRIA with Prof Dr S.S Anand and Dr Abhinav Jain from Radiology Department, HIMSR. The Inaugural Address was delivered by the Chief Guest for the occasion Prof Dr M.Y Kharadi, Dean, HIMSR. Dr Col C.S Pant, Breast Imaging Expert and Past President, IRIA & Dr O.P Bansal, Patron, Delhi State Chapter of IRIA and Immediate Past President, IRIA were the Guests of honor for the occasion. Dr O.P Bansal informed the gathering about the background of this Social Awareness Program.
An informative documentary on Breast Cancer Awareness and Screening was shown on the occasion by Dr Col C.S Pant. In addition, a Booklet on Breast Cancer Awareness with useful information for general public in Hindi language, written by Prof Dr Sangeeta Saxena, Head, Department of Radiology, Kota Medical College was launched on this occasion. Delhi State Chapter of IRIA has published 10,000 copies of this book and is distributing free copies amongst the target population in Delhi - NCR.
Dr Sangeeta Saxena also delivered keynote speech on this occasion.This was followed by informative talks by Dr Madhavi Chandra and Dr Shelly Sharma from Sir Gangaram Hospital, New Delhi and Dr Arifa Anwar Elahi, Associate Professor of Gynecology at HIMSR.
A Poster Painting Competition was also organized on this occasion, with participants divided into two categories : School Children and adults with age more than 18 years, with Competition topics "Save the Girl Child" and "Breast Cancer Awareness". This competition drew a huge response in both the groups with more than 100 school children participation for "Save the Girl Child" theme and at least 175 participants for "Breast Cancer Awareness" theme.
For the first category, 63 entries were received in group of 2 or 3 children from two schools - Kendriya Vidyalaya, Airforce Station Tughlakabad and Khadijatul Kubra Girls Public School, Jamia Nagar. Their entries were judged by Prof Dr Atin Kumar, Joint Secretary, IRIA and Treasurer, Delhi State Chapter of IRIA, Prof Rambha Pathak, Head of Department of Community Medicine, HIMSR, Mr. Mathew Joseph, Country Director of Pathfinder International and Dr Ankur Goyal, Academic Co-ordinator and Executive member, Delhi State Chapter of IRIA. From each school, three best entries were chosen and awarded attractive cash prizes.
For the theme of Breast Cancer Awareness poster, 76 entries were received in group of 3 from the various faculties. Their entries were judged by Prof Kiran Goswami, Professor, Centre for Community Medicine, AIIMS, Delhi, Dr Raghav Aggarwal, Coordinator, Social Security Scheme of IRIA and Central Council Member, Delhi State Chapter of IRIA, Dr Abhinav Jain, Executive member, Delhi State Chapter of IRIA and Dr Shubhra Phillips, Country Director, Project Concern International. The top three entries were awarded attractive cash prizes.
The judges were overwhelmed by the spirit of participants and appreciated their efforts. The Delhi State Chapter of IRIA, increased the number of awards to encourage the participants.
Dr Pankaj Sharma, Secretary, Delhi State Chapter of IRIA and Organising Secretary for the event thanked all the patients and contestants of Poster Competition for their presence and active participation. Dr Lalendra Upreti and Dr Pankaj Sharma also appreciated efforts of Dr Abhinav Jain and entire Radiology Department at HIMSR for coordinating this event.
The program was followed by refreshments for all the patients and participants of the poster competition.

Sub: Call for Bid for 73rd Annual Conference of IRIA to be held in the year 2020.
The bid applications are hereby invited from the state/UT chapters of IRIA for organizing the 73rd Annual Conference of IRIA to be held in the year 2020, as per provisions in constitution of the association. The applications along with CD having details of venue and infrastructure facilities should reach to the Central Office, IRIA on or before 31st August, 2017. As decided in the GBM, on receipt of bid for the annual conferences, the President and Secretary General, IRIA shall visit the proposed venue of the conference at the expenses of that state/UT chapter to check the infrastructural facilities and give its report in the Central Council Meeting.
Also, the State/UT Chapter bidding for the Annual Conference must have a permanent income tax PAN No., registration u/s 12A of Income Tax Act and must have submitted its up-to-date income tax returns for the financial year preceding the bid.
As decided in the CCM and GBM held at Agra, the necessary proforma for calling the bid has been appended.

Direct Members to be transferred to State Chapters after their retirement
In the last GBM held at Kochi, it has been decided that the membership of retired Direct Members would be transferred to the respective state chapter, where he/she has settled permanently within one year of his/her retirement. The seniority of the member would be maintained.
The State Chapter Presidents and Secretaries are requested to kindly note the same and do the needful to the Direct Members as decided.
Dr. Kishor Taori Gold Medal for Best Competitive Papers
The General Body vide its meeting held on 6th January, 2017 has approved to start “Dr. Kishor Taori Gold Medal for Best Competitive Paper” in the Annual Conference of IRIA. The family of late Dr. Kishor Taori has contributed a sum of Rs 5.0 lakhs as Corpus Fund for starting this award.
It has been decided that there shall be two competitive papers “Dr. Kishor Taori Gold Medal for Best Competitive Papers” as:
(i) Best Competitive Paper in Ultrasound, and
(ii) Best Competitive Paper in CT/MRI
“Dr. Kishor Taori Gold Medal for Best Competitive Papers” shall be done in the session after Dr. Ashok Mukherjee Award during the the Annual Conference of IRIA. The Credential Committee of IRIA shall scrutinize the applications for this award and select the best two candidates who shall present their paper. The duration of presentation of the competitive papers for this award shall be 15 minute for each candidate.
The candidates should be life members of IRIA under 40 years of age as on 30th September of the year of filing of application for this award. The awardees shall be presented a medal and certificate.
Duties of President and Secretary of State Chapter and Constitution of State chapters of IRIA
It has been decided in the CCM and GBM held at Bhubaneswar and Jaipur that duties of President and Secretary of state chapters of IRIA must be incorporated in the Rules and Bye Laws of constitution of all the state/UT chapters after getting approved in their GBM. The last date of sending the copy of the amended constitution after incorporating this amendment has been extended upto 31st March, 2017. If the IRIA HQ does not receive the same by due date then the state/UT chapter shall not be represented in CCM till its state/UT chapter constitution is received. Those state chapters who do not have their own constitution then the Model Constitution for the State Chapter prepared by the IRIA HQ will prevail.
The following duties of President and Secretary of the State/UT chapter shall be incorporated in the rules and bye laws of the constitution of all the State/UT chapters of IRIA.
1. Intimate the members about the events/activities or important information about the activities of the state chapter and IRIA HQ.
2. Solve the problems of members related to PNDT, AERB, Trade etc.
3. Collect mailing data of members including mobile numbers and email id and send to IRIA HQ for updating the records of membership.
4. To check the status of Provisional Life Membership of the state chapter and ask those Provisional Life members to send self attested copy of their PG degree/diploma to IRIA HQ to convert their membership to Life Membership.
5. To conduct the election of the office bearers in the state chapter in time as per constitution of IRIA and intimate the results of new elected office bearers to all the members of the state chapter.
All the State Chapter Presidents and Secretaries are, therefore, requested to kindly incorporate the duties of President and Secretary as mentioned above in the Rules and Bye laws of the constitution of their respective state/UT chapter, get it approved by the General Body of the state/UT chapter and then send to IRIA HQ on or before 31st March, 2017, failing which the state chapter shall not be represented in CCM. Please note that those state chapters who do not have their own constitution then the Model Bye Laws for the State/UT Chapter prepared by IRIA HQ will prevail.
The General Body vide its meeting held on 6th January, 2017 at Jaipur has approved Editor’s Award for Reviewer of IJRI. The Editor-in-Chief of IJRI shall decide the two awardees as per guidelines. The awardees would be presented a medal and certificate during the inaugural ceremony of the Annual Conference of IRIA.

As decided in the CCM held at Bhubaneswar, the Membership Form must accompany copy of State Medical Council Registration, failing which the membership shall not be given. In additional to this, the Provisional Life Members must submit declaration from their Head of Department that they are pursuing their PG degree/diploma in that department.
The April - June 2017 months shall be observed as the Membership Drive Months. It has been decided in the GBM held at Bhubaneswar that there would be two types of Membership Drive Awards, (i) for smaller states which would be calculated as per maximum percentage increase of membership and (ii) for bigger state chapters that would be selected as maximum number of members enrolled during the membership drive period. The state chapter Secretaries who enrols maximum number of members shall be awarded at 71st Annual Conference of IRIA and AOCR 2018 to be held from 25th to 28th January, 2018 at The Renaissance, Mumbai. The forms received and members enrolled by the State Chapter Secretaries only in the months of April- June 2017 will be considered for this award.
In reference to Whatsapp Group and other social media being managed by few members as Group Admins who are misusing the name, logo of IRIA and State Radiologists in their Whatsapp groups and other social media, is not allowed as per constitution of IRIA. As per constitution of the association, only reigning office bearers of the association can use the name and logo of the association for official purposes. No other unauthorised member of the association can use the name and logo of the association.
Therefore, in the GBM held at Jaipur, it was resolved that if any unauthorised member who is not an office bearer in state/centre found misusing the name, logo of the association and State Radiologists in Whatsapp group or other social media, action shall be taken as per constitution of the association.
IRIA awards the Secretary of the state chapter for the best performance during the year in terms of performing duties as per constitution, membership enrolment, PLM to LM conversion, collection of data of members, organizing state annual conference/CMEs, conducting election in state chapter in time, attending CCM, correspondence with IRIA HQ etc. All the state chapter Secretaries are requested to kindly note this and try to grab this award by way of their excellent performance in the state chapter.
As decided in the new CCM held at Bhubaneswar, the Provisional Life Membership shall be for a maximum period of six years. The Provisional Life Members (PLM) shall be asked to send certified copy of their PG degree/diploma along with State Medical Council registration certificate so that their Provisional Life Membership is converted to Life Membership. Otherwise, it would be presumed that they have not been able to complete their PG degree/diploma in six years and their provisional membership will be terminated after a reminder. All the State chapter Presidents and Secretaries are requested to kindly note the same.
As decided in the GBM held at Kochi, the annual Student Membership has been abolished.
All the State Chapters of IRIA must register with the Registrar of Societies in the state and section 12A of Income Tax Act. They are also required to obtain necessary 80(G), PAN and TAN registrations from the Income Tax Dept. All state chapter Presidents and Secretaries are requested to give urgent attention to this issue. State chapters which are not registered cannot bid for the Annual Conference as per constitution of the Association.
All the registered State Chapters must submit (i) audited accounts as on 31st March, (ii) Annual Report of the State Chapter, (iii) Amendments passed in the GBM, and (iv) list of office bearers to the office of Registrar of Societies in the state, where the state chapter is registered, within one month after the GBM of the state chapter, under intimation to IRIA HQ.
Shri K.R. Gupta Life Time Achievement Award of IRIA
In the General Body meeting of IRIA held on 6th January, 2017 at Jaipur, it was unanimously decided that ‘Shri K.R. Gupta Life Time Achievement Award’ would be awarded to two senior most members of IRIA as per their age and achievements. The selection would be done by the committee consisting of President, President Elect, Immediate Past President IRIA as members while Secretary General as Convener of the committee.

CRITERIA FOR SELECTION
1 Life Member of IRIA and practicing in India for the last 3 years as per Central HQs. records.
2 Residents must be Provisional LM of IRIA with at least one year of membership as per Central HQs records.
3 Members should apply through specified form available in IRIA News Bulletin and website on or before the specified date to the IRIA office through Regd. A.D. with due acknowledgment.
4 Oral paper presentations to be given priority over poster.
5 Selection should be very transparent, preferably by a lottery system taken during a CCM, if there are more than 6 candidates for each fellowship.
6 The grant amount can be reimbursed after submitting the original used Air Ticket, Boarding Card, copy of participation certificate of the applied Conference to the IRIA HQs by the member.
7 Once selected, the particular member is not eligible to apply for the same or any other international conference for next 4 years.

There shall be two prizes for this award (i) Best Paper Prize of Rs 20,000/-, and (ii) Second Prize of Rs 10,000/-, and these would preferably be given during the inaugural function of Annual Conference of IRIA like other awards.
The Editor-in-Chief, IJRI shall recommend five research/Original/Review Articles/Pictorial Essays from the current year only, using all relevant statistics to justify the same, and send the list to Central Office, IRIA along with relevant documents latest by 30th September. These recommendations will be discussed by the Credential Committee for different Awards/Orations/Fellowships of IRIA/ICRI. The Credential Committee shall decide the names of two awardees.
1. Articles published in IJRI from 1st September (previous year) to 31st August (current year) are eligible to be considered only.
2 Baseline qualification for eligibility. The article under consideration should be within top 10 articles for at least 3 months during the above mentioned period i.e. September (previous year) to 31st August (current year). Each such position gets 2 points, so 6 points to begin with, and more for additional months.
3. Points to be allotted for type of article:-
a. Research/Original article-10 points
b. Review article- 8 points
c. Pictorial essay- 6 points
d. Technical note/case series- 4 points
e. Case report- 2 points
As per constitution, each state chapter must conduct its annual election from December to March of every year and inform the Central Office, IRIA by 30th April every year along with the proceedings of the Election, failing which the state chapter would be debarred from the Central Council Membership. All the state chapter Secretaries are requested to do the needful as per constitution.
The number of Central Council Members representing the state chapter is as follows:
State/UT Chapter Representatives as elected by the State/UT Chapter on the following scale - one Central Council member for first 25 members and thereafter for every 50 members one Central Council member, to a maximum of four.
All the State Chapters are requested to elect the Central Council Members accordingly.
Six Months Training in Ultrasonography to MBBS doctors/RMP
The Ministry of Health and Family Welfare, Govt. of India has issued Gazette Notification dated 10th January, 2014, relating to amendment of rule 3(3)(1)(b) of PC& PNDT Act to incorporate mandatory six months training in Ultrasonography to regularize training in Ultrasonography for MBBS Doctors. Some private publisher (M/s Innovative Publication) who runs a Journal has been writing to all our members in to write articles in it. In the beginning, it has started publishing International "Journal of Radiology & Imaging" which is abbreviated like our Journal "IJRI". On our strong objection, the publisher changed its name to "International Journal of Diagnostic Radiology & Imaging".
I would like to inform you that this is private Journal and IRIA has nothing to do with this. So please do not fall prey to these publishers. Their emails are nothing to do with Indian Journal of Radiology and Imaging i.e. IJRI our Journal.

AERB has the responsibility to promote the safe use of the equipment in order to minimize radiation hazard to patient, operator and members of public. The AERB has approached IRIA to ask its members to obtain license to operate X-ray/radiation applications. Like PNDT, it is also essential to register under AERB. You are, therefore, requested to kindly obtain necessary license from AERB. This is final reminder as AERB has started crack down on UNREGISTERED X-ray Clinics and hence please get your X-ray machines/OPG registered at earliest to avoid getting notice or clinic getting sealed.

It has been observed that most of the members do not apply for Dr. Diwan Chand Aggarwal Memorial Oration assuming that it is only for international Radiologists. This is to inform all the members that all the Emeritus/Life Members of the association can apply for Dr. Diwan Chand Aggarwal Memorial Oration as per guidelines of Orations as all Awards and Orations are for members of IRIA only.
It has been decided in the Central Council and General Body meetings of IRIA held at Hotel Le Meridien, Kochi during the 68th Annual Conference of IRIA that the News Bulletin of IRIA which is published thrice as year would be sent to the members through soft copy. Members who desire to have hard copy of the News Bulletin would be sent on their request.
You are, therefore, requested to kindly let the undersigned know whether you would like to have hard copy of the New Bulletin of IRIA to email id email@example.com. If I do not receive any reply from your side within two weeks of date of issue of this letter, it would be assumed that you do not require hard copy of the News Bulletin and soft copy of the same shall be sent to you at your email id registered in the mailing data of IRIA HQ.

Annual subscription for the year 2015-16 is due w.e.f. 01.04.2015. All the Annual Members who have paid their subscription for the year 2015-16 before 30th June, 2015 and have three year continuous membership will be eligible to participate in the ensuing election of the association. All the members and state chapter secretaries are requested to remit the annual subscription to the Central Office, IRIA before 30th June, 2015.
The members shall remit the subscription as follows.

The State/UT Chapter will henceforth charge Rs 7,500.00 as the Life Member subscription which includes Rs 1,000.00 as Admission Fee, the State/UT Chapter will retain Rs 1,600.00 as its share of Life Member subscription and Rs 400.00 being 40% of the Adm. Fee (Total Rs 2,000/-). Rest of Rs 4,900.00 and Rs 600.00 being share of Central IRIA Hd. Qtrs. (Total Rs 5,500.00) towards Life Member Subscription and Adm. Fee respectively would be forwarded to IRIA Hd. Qtrs. along with Membership Form. There is no Adm. Fee for the Annual Student Members.
Please note that the Annual Student Membership has been abolished as decided in the GBM held at Kochi.

This scheme was started in April 2012, after the approval from General Body meeting held at Hyderabad. As on today, the total membership strength of Social Security Scheme is beyond 300 and rapidly increasing day by day.
We have paid a sum of Rs 1.5 lakh to nominee of member as Death benefit (this was done in just two weeks. After his demise without any paper formality).
As you know that the Social Security Scheme is purely designed on brotherhood/sisterhood basis and we try to help the family members of IRIA on event of death of member. Any Life Member of IRIA upto age of 65 years residing in India is eligible to become a member of this Scheme. Growth of scheme in just two years of its inception has proved that it was very much essential for our organization. It is very much beneficial to members and their family, especially at the time of untimely death of the member. Member will have to pay one time premium with enrolment fee depending upon his/her age. He/she has to pay small amount yearly as Annual Membership charges and Death Fraternity Contribution (DFC) depending upon number of death of members in that year. Death benefit is given from interest & DFC collected from members of the Scheme. There is no other investment that will give you this much return and satisfaction of helping our own colleagues family in their difficult time.
We have target of 500 membership before Cochin Conference. If we do so we will be able to give Rs 3.0 lacks to nominee of members in case of his/her death.

It has been brought to my notice that one software company person is calling all doctors and selling his so called set top box like machine at Rs 20,000/- for portable machine by saying it has been legalized and is encouraging to do portable study !!
Please beware as his claims are totally wrong as portable Ultrasound is banned as per PC & PNDT Act. Please read high court verdict properly - if you are caught with machine at unregistered place you will be in trouble for which only yourself shall be responsible. Please do not fall in trap of such wrong illegal claims.
With great efforts & continuous persual of MSBIRIA esp. Dr. Kishor Taori, Dr. Jignesh Thakker, Dr.Sanjeev Mani, Dr. Shailesh Kore with help from their colleagues in different parts of Maharshtra & with legal help of their legal advisor Adv. Miss. Anita Bhaktwani & media & various NGO's finally health minister of Maharashtra gave statement in news paper that silent observer/ silent tracker will not be installed in various parts of Mahrashtra. We would like to thank all our colleauges who have helped us in this untiring fight.
As per constitution, any Life Member or any Annual Member with minimum 10 years continuous membership of the association and has attained the age of the 65 years, or has been retired from the active practice by reason of physical disability can be bestowed Emeritus Membership of the Association. Such members shall not be liable to pay subscription but shall enjoy all the rights of a member. They shall have the voting rights. No delegation fee will be charged from the Emeritus Members attending the Annual Conference of IRIA.
It has been decided in the CCM/GBM held at Jaipur that the senior members, who have crossed the age of 65 years, would be bestowed Emeritus Membership of the association periodically. The IRIA HQ shall contact such senior members and bestow emeritus membership after receiving confirmation.
